Dear Governor Kelly

Please direct the Kansas Department of Transportation to proceed with development of the HeartlandFlyer Extension passenger rail service from Newton, KS to Oklahoma City, OK in accordance with theintent of the Passenger Rail Program Act of 2010.

Numerous studies conducted by KDOT indicate the following next steps:

1. Complete Final Cost Study in timely fashion.

2. Work with ODOT and Amtrak to seek federal grant funding and coordinate development of the

   route.

3. $50M in state grant funding is available through KDOT’s Cost Share Program. This should be

   utilized as a matching grant to seek federal funding.

Please fund the Heartland Flyer Extension in 2020, and add passenger rail to the next Transportation bill.
